It looks like the inside of a cocktail umbrella to me.
A colorful lampshade? The tail of a glass peacock? The inside of a plastic jewelry box? A bunch of drinking straws held before the window?
Ha! I would also have said a Cocktail Umbrell, but R&R have got there first.

I'd say it's a window shutter.
